China has deployed its maritime law enforcement through the waters of the Diaoyu islands and unmanned aerial vehicles near outlying Japanese territory as China escalates tensions following the Japan's leader's comments regarding Taiwan.

Patrol Operations

This past Sunday, the China's maritime patrol announced that its ships conducted a “lawful patrol operation” through the waters of the Diaoyu islands, which are administered by Tokyo but also asserted as territory by Beijing.

“China coast guard vessel 1307 formation performed surveillance within the territorial waters of the Diaoyu islands. This was a lawful patrol operation undertaken by the China coast guard to uphold its rights and interests,” the statement said.

Diplomatic Spat

Beijing and Tokyo have consistently clashed around the islands but the recent developments occur during an intensifying diplomatic spat after the Japan's leader, Sanae Takaichi, addressed lawmakers that if Beijing assaults the self-governing island of Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from Beijing, which has signalled it expects a withdrawal from the Japanese official.

Taiwan's Position

China claims Taiwan as its own territory and intends to annex it under what it terms “unification”. It has left open the use of force. The island's administration and citizens overwhelmingly reject the idea of Beijing's control – choosing to preserve the status quo without explicitly declaring themselves independent, but pledging to protect their sovereignty if required.

An military assault by China would risk escalating into a regional or global conflict, possibly drawing in the United States and other partner nations including Tokyo, which has land just 110km (68 miles) from the island.

Military Activity

On the island, the military authorities reported this weekend that it had detected 30 Chinese military aircraft, multiple naval vessels and one government vessel, which was probably the maritime patrol, operating around the territory over the past 24 hours.

Maps provided by the ministry showed up to three drones operating near Taiwan and the Japanese islands off its north-east coast, seeming to travel particularly close to the nearby Japanese island. Chinese military transits there are not rare, but uncommon, and Beijing's defense operations in the island's ADIZ generally has been low in recent weeks.

Earlier this weekend, the defense officials said China had been conducting another “joint combat patrol” to “harass the airspace and sea around us”. It added Taiwan had dispatched military assets to track the developments. Taiwan reports such Chinese patrols a few times monthly as part of what the Taiwanese government says is an continuous strategic pressure.

Diplomatic Pressure

Tokyo has been facing mounting pressure from Beijing since the Japanese official made her remarks, with Beijing's diplomatic representative in Osaka prompting a formal protest from Japan by commenting that “the dirty head that sticks itself out must be cut off”.

Beijing then summoned the Japanese ambassador for the first occasion since 2023, and China’s defence ministry stated that any Tokyo's involvement would be certain to collapse.

Travel and Education Advisory

On Friday, Beijing cautioned its citizens against travelling to Japan, prompting Tokyo to urge Beijing to take “appropriate measures”, though it did not elaborate.

Multiple carriers from China announced this weekend that tickets to Japan could be cancelled without penalty.

In another escalation, China’s government on Sunday advised students to rethink education plans in Japan, citing what it characterized as an volatile safety situation.

While the advice does not amount to a ban, a dramatic reduction in the population of learners from China could have a negative impact on academic institutions in Japan. A record 336,708 foreign nationals were studying in Japan last year, according to official data. They featured over 123,000 learners from China – by far the largest demographic.

Official Commentary

Earlier this weekend, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a limited skirmish; it would likely draw in other powers, including the United States, and could rapidly escalate to a large-scale conflict with unimaginable consequences.”

Policy Standpoints

The administration in Taipei says the island's residents alone determine their destiny. Officials in Tokyo have traditionally refrained from publicly mentioning Taiwan when discussing such scenarios, maintaining a “deliberate vagueness” also preferred by Japan's primary defense partner, the US.

However, Beijing's governing party says the incorporation of the island with the mainland China is “inevitable”, and portrays dissent as provocative. As it moves towards being capable of military annexation, China has also been increasing its political operations and its rhetoric towards Taiwan.
