The United Kingdom and France Will Dispatch Troops to Ukraine should a Peace Deal is Finalized

The London and Paris have formalized a memorandum of understanding concerning the deployment of troops in the nation should a peace deal be struck with Moscow, the UK Prime Minister, Keir Starmer, has declared.

Subsequent to discussions with allied nations in the French capital, he said that the allies would "set up defense centers throughout Ukraine and build protected installations for weapons and equipment" to deter any subsequent attack.

The coalition members also proposed that the US would assume leadership in monitoring a ceasefire.

Russia has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not responded on this recent development.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia at this time occupies about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to support Ukraine for the long-term," remarked the UK Prime Minister.

National leaders and high-ranking officials from the "Partner Group" participated in the Paris negotiations.

Addressing reporters at a shared media briefing, the Prime Minister further said: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's skies and seas, and restoring Ukraine's military for the time to come."

Defense Assurances and Negotiation Stances

Lead Washington representative Steve Witkoff remarked that "lasting safety pledges and strong reconstruction vows are vital to a lasting peace" in Ukraine – alluding to a major demand made by the Ukrainian government.

The negotiator said the partner nations had "substantially agreed on" their work on agreeing such pledges "in order that the Ukrainian people know that when this war ends, it ends permanently."

The former US envoy, US President Donald Trump's advisor, also was involved in the negotiations.

Separately, France's leader Emmanuel Macron stated that Ukraine's supporters had made "major advances" at the negotiations.

He noted that "robust" security guarantees for Kyiv had been reached in the event of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant step forward" had been made in Paris, but qualified that he would only view efforts to be "adequate" if they resulted in the conclusion of the fighting.

Last week, he indicated a settlement was "largely prepared". Finalizing the remaining 10% would "decide the fate of the peace, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the center of unresolved issues for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to finish the war.
  • Kyiv has so far excluded giving up any land, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia does the same.
